Radio frequency chaos and the need for regulation Herbert Hoover Secretary of Commerce in charge of regulating if regulating was to be done He saw the chaos in 1912 and realized if the wrong people have been on the same frequency that the Marconi operators were trying to use to relay the use about the Titanic the news might not have gotten there So he was given authority in 1912 to applicate the frequencies Then when WWI happened the U S navy took over all radio Therefore radio was seen as efficiently moving across the oceans Radio was also in a technological sort of way very decentralized different people had different acts What would take all these people with different interests together WWI the U S Navy said we need all this technology to work for national security So they put everything together but they were challenged in court Sometimes government regulations get challenged in court and thrown out Formation of RCA After WWI there was a potential for radio that was somewhat better realized The navy took all the different technologies put them together but now what were they going to do Hand the technologies back to the different people of interests Or was there some interest in keeping it The navy actually wanted to keep the technology under govt control and maybe set up something like the British broadcasting cooperation a non profit govt public service that provided culture and education U S govt wanted to nationalize this and forcing out British control under Marconi and making sure US ownership was in charge U S govt wanted to make sure key strategic assets like radio were under American national control Therefore it forced Marconi to sell itself to general electric and Westinghouse
