Types of media regulation self regulation external pressures Industries will begin to organize themselves Congress President don t regulate certain aspects of political speech let us do that at the level of policy Should we regulate something If the advertising system advertises to children So what would happen in the industries is that most often film and print journalism they intend to step forward as industries and say please don t regulate us we ll regulate ourselves They begin to make their own codes of conduct in which they monitor their own conduct Part of the problem is that their own internal mechanisms don t tend to have too much bite Only one exception would be the rating system for future films There were several instances in American history when congress was tempted to step in and regulate Hollywood typically in terms of violence obscenity and decency nudity or sexual activity on screen the things that when people start to debate things in congress they would want to do something about Then again that came up in the 20s and 30s then again in the 50s and 60s and most of the time during those instances Hollywood moved in to say via the motion picture or something like the motion picture association of America which was formed to be a self regulator in the 70s so the MPAA having been formed they said please don t regulate movie content let us put labels on it and we ll enforce a code of content regulation via labeling So people know if they go to a NC 17 rated movie they ll know they are getting early sex or violence and should know to be aware They know if they go to R they are going to get sex and violence presumably somewhat less
