States and Human Rights/Global Civil SocietyReview 2.if not exposed to criticism, states will become corrupt and ineffective. In 2002: Human Rights Are Inherently Desirable. Political freedom and the ability to participate in the political life of one’s community are capabilities that are as important for human development as being able to read and write and being in good health.People without political freedom have far fewer choices in life. And being able to participate in the political life og one’s community is fundamental to human existence.Economic development itself is only a means to an end – am means to the end of promoting human freedom, dignity, and well being.Democratic Government For Human Development (UNDP)1)Peoples human rights and fundamental freedoms are respected allowing them to live in dignity. Dignity is crucial; we’re not mere dopes who can be bought off with bread and circuses.2)People have a say in decisions that affect their lives. After al, they’re (eventually) adults.3)People can hold decision-makers accountable.4)Inclusive and fair rules, institutions, and practices govern social interactions. Whole groups of people aren’t shut out or abused by those who have power.5)Women are equal partners with men in private AND public spheres of life and decision-making.6)People are free from discrimination based on race, ethnicity, class, gender, or any other arbitrary attribute.7)The needs of FUTURE generations are reflected in current policies. This is really radical.8)Sates’ economic and social polices MUST be responsive to people’s needs and aspirations.9)State’s economic and social policies MUST aim at eradicating poverty and expanding the choices that all people have in their lives.Author: Doyle, Michael. The globalization of human rights. 3 Trends in the development of the international human rights regime.1)Proliferation in the number and scope of human rights instruments. Most notable: the international covenant on civil and political rights and the international covenant on economic, social, and cultural rights – both of which are binding treaties and came into force in 1976.2)A Shift in emphasis from the airy promotion of rights to their active protection: establishing mechanisms for monitoring and enforcement. Discrimination against women  convention in the rights of the child as supplementary mean.3)This one Doyle calls “transformative” Through granting rights to individual human beings, states have effectively acquiesced to limitations on their own sovereignty.UN – Kofi Annan 7th secretary general of the united states.3 arguments against promoting human rights in foreign policy1)Ethics generally should be limited to private life; even domestic politics is inherently unethical.2)Its okay to pursue the human rights of your fellow citizens, but not those of people in foreign countries. In the first place, its dangerous or at least costly, in the second place, we don’t want to be imposing our values on others.3)Calls for human rights promotion in foreign countries are inherently self serving and hypocritical nothing more than power ploy in a realist world.4 rational reasons for opposing Human rights promotion.1. anarchy2. moral diversity3. Uncertainty4. inability to coordinate our own responses – either within or between (like-minded) states.Question: Will the trend of human rights promotion continue and the international society of states become more solidarist? Or not? On what do you base your forecast? The Global Civil SocietyJan Aart Scholte: Globalization a critical introduction.Scholte:What domestic Civil society is not: its not a state its not the market.Keane: What goes on in the marketplace is central to civil society’s formation and development.Scholte: No: civil society should be seen as a third sector neither state nor market.Definition: Activities are considered to be part of civil society when they involve a deliberate attempt – from outside the state and the market, and in an organized fashion - to shape policies norms and or deeper social structures. Civil society exists when people make concerted effort through voluntary assosciation to mould rules: both official formal and legal arrangements and informal social constructs.IR Lecture 25States and Human Rights/Global Civil SocietyReview2.if not exposed to criticism, states will become corrupt and ineffective.In 2002: Human Rights Are Inherently Desirable.Political freedom and the ability to participate in the political life of one’s community are capabilities that are as important for human development as being able to read and write and being in good health. People without political freedom have far fewer choices in life.
