Ingenuity Gap/Human Rights And Humanitarian InterventionUnder what circumstances will “ingenuity gaps” develop and become chronic?The homer Dixon Paradox: The ingenuity requirement to compensate for scarcities of renewable resource is generally greater than that for non renewable resources. Why? Renewable are embedded in dynamic systems of resources. The hydrological cycle. Worldwide deforestation patterns.The really scary thing: multiple scarcities can interact to produce extremely negative synergistic outcomes.Another Homer-Dixonian Sobering Conclusion: Worldwide, the constant-satisfaction requirement for social and technical ingenuity is certain to increase as scarcities intensify.Homer Dixons Key question:Four factors Limiting Technical and or social ingenuity: 1)market failure: in the real world, prices don’t always reflect accurately reflect the costs of resource use – especially the long term costs. Two types: a) poorly defined properly rights. B. negative externalities that aren’t priced.2) Social friction: Does the culture encourage selfishness or does it encourage civic cooperation.3)capital availability: both financial capital and human capital are essential4)Constraints on science: (of which there are four): a)human cognitive limits b)the escalating cost of research.
