HIST 2610 1st EditionExam # 3 Study Guide Lectures: 18-25These notes are based upon the study guide format given to us in the last lecture of class. There were no notes on Friday. Exam #3 with be on Monday at 11am.History 2610 Study Guide Exam #31. Virginia Plan - The Virginia Plan was written by James Madison. The Constitutional Convention was held to discuss and revise the Articles of Confederation. Edmond Randolph put this plan before the Convention and it was approved and put into action. There had previously been many issues in determining how small and large states would be represented in the legislature. The Virginia Plan was an attempt to solve this. The idea was that states with larger populations would have more representatives than states with small populations. This plan involved population-weighted representation.Results of this plan: Large states happy. Small states mad. Proposal of the New Jersey PlanPlan called for a 2 chamber legislative branch2. New Jersey Plan - The New Jersey Plan was created when the Virginia Plan was not making allof the states happy. It was proposed on June 15th, 1787 by William Patterson. While the larger states were pleased, the smaller ones were not. This plan proposed that each state would have one vote regardless of its size. The intentions of this plan were to make all of the states equal. Result: Madison and Randolph angry. Largely populated states feeling under represented. Proposal of the Connecticut Compromise.Plan called for a 1 chamber legislative branch3. Three-Fifths Compromise - After the Connecticut Compromise, some issue arose in regards tothe slaves. There was much difficulty in making a decision between the South and the North about the way slaves would be counted when voting. Therefore, the Three-Fifths Compromise was made. This stated that every 5 slaves would be worth 3 people. Therefore, each slave is worth 3/5ths of a person. 4. Judiciary Act of 1789 - Was created at the first United State Congress and established the Federal Judiciary. In the Constitution, in article 3 section 1, it was written that judicial power should be vested in one supreme court. Nothing specified what the procedures were, however, which gave Congress the power to decide how this judicial system would work.5. Jay Treaty (1794) - The Jay Treaty occurred when the US was having disputes with Great Britain. This Treaty encouraged peace between both countries and claimed that they would avoid war with each other, as well as begin trade. Alexander Hamilton designed the treaty. John Jay was all for this treaty and President George Washington was supportive of his belief in it. 1. John Jay2. Pickney Treaty (1795) - After battling Spain, this Treaty established boundaries between the US and Spanish colonies. The US was also given navigation rights on the Mississippi River. The boundary arguments were in the Florida area. Manuel de Godoy and Thomas Pinckney.7. Genet Affair - Charles Genet was originally sent to the United States to gather support for theFrench. At this time the French and British were in conflict and the idea was to get support fromthe American's. America proclaimed themselves neutral, but was capturing British ships and bringing them back to the mainland ports and turned into French ships. The ports were actually manned and in control by the French, but it was determined that they could not do this process on the American grounds because it would look like the Americans were favoring the French. 8. New York City - the first national capital of the United States. It was also were the inauguration of the first president of the United States took place. The first president was George Washington. 9. Impressment - One of the causes of the War of 1812. Impressment was the ability to force a person (male) into being in the Navy. This was a practice started by the British. 10. The XYZ Affair - The XYZ Affair was an undeclared naval war between Republican France andthe US.The XYZ Affair -Relations with France. They reacted to this affair by capturing american ships at sea. America did not want to go to war with France so France tried to force them to-Charles Pickney was sent to France by the Americans to try and make some negotiations-3 French agents (citizens XYZ)-French demands-"Millions for defense but not one cent for tribute"-Preparations for war-Department of Navy - 1789 The American's started getting VERY serious about fighting back against the French11. Naturalization Act - The Naturalization Act was passed by the US Congress to increase the amount of years that it takes for an immigrant to become a citizen. It was revised many times from 2 years, to 5 years, to 14 years. It was normally 5 years, but Congress changed it to 14. Thisact restricted citizenship to "free What did the Alien Act and the Sedition Act do for the Naturalization Act? The Naturalization Act is one of the Alien and Sedition Acts. The Naturalization is affected by the Alien Act because it gave the President power to investigate and remove a foreigner. The Sedition Act gave restricted any negative language about the government. Therefore, if a foreigner was seen doing any of these things they would be imprisoned.12. Alien Act - The Alien Act allowed for these things to happen: President can order alien to leavePresident can imprison alienPresident can remove an alien 13. Sedition Act - An act forbidding the use of negative language about the US government, its flag, or armed forces. Signed by Woodrow Wilson. Punishment = sentenced to jail for 5-20 years.14. Kentucky and Virginia Resolutions - The legislatures of Kentucky and Virginia believed that the Alien and Sedition Acts were unconstitutional. These resolutions were written by Thomas Jefferson and James Madison. They wrote them in secret. The resolutions were a follows: Kentucky stated that they could declare laws as a state that were unconstitutional and void. They also decided that nullification by the states was the remedy for acts that were unconstitutional. Virginia resolutions discuss join action by the states and also interposition to prevent harm from unconstitutional law.These resolutions became known as the Principles of '98. Essentially, they declared that individual states could judge the
