Self-Regulation with Media Current Lecture Self-Regulation (voluntary) by Media IndustriesContent can be regulated and their are a variety of forces that do this regulating. Moral forces and the government (and other forces) work together to monitor sex, violence, and profanity within the media. - Television —> The Television Ratings System.Where parents can go look at the ratings of shows and determine what their kids can watch. - Music —> Parents Music Resource Center —> (PMRC) and the “Explicit Music” label on CDs. This can affect sales, radio play, etc. The clean editions are only distributed in Wal-mart, for example. Corporate Regulation is Wal-Mart’s not selling of these explicit labeled CD’s.- Film and Ratings - The Hollywood Production Code (video in class) - enforced moral standards on movies distributed in the United States. William Hayes adopted this code and established the committee who enforced it.- Most production studios agreed for the Hayes Code to review their films, but many believed it infringed on their rights to produce what they want.- Joseph Breen became chief of the Hayes Committee and established The Breen Code —> Restricted filmmakers freedom of expression but gave Hollywood a great deal of respect. Films couldn't show the misery of the Great Depression or talkabout WW2 under the code.- In 1952, it was ruled censorship unconstitutional and the Hollywood Production Code fell apart. The MPAA and Jack Valenti (Motion Pictures Association of America) created the rated system that we use today (Rated G, PG, etc.) It is a These notes represent a detailed interpretation of the professor’s lecture. The MPAA rating is done by an anonymous group, which is where the problem lies in censorship. They will not disclose who is rating the movies, and this disgruntles many people! Who is really making these censorships? The filmmaker “does not have to accept” the rating. - When choosing not to accept the rating, sometimes the TV spots are removed and the advertising is heavily affected. - The MPAA focuses on public relations and wants to make sure the film industry is held to a respectable standard. - The takeaway point from this video — 1) who is on the MPAA? How do we know there are a clear variety of people with different sexualities, races, etc? Women’s pleasure is treated different than men’s pleasure, for example. Why? 2) It also takes away from a person’s agency and we are not allowing someone to freely express themselves with this MPAA censorship. With an NC-17, the film cannot be advertised, so no one knows about the film! Therefore, the film is killed right away, because of a rating from an anonymous rating board. 3) Structure/Agency — Jack Valenti used the language of Agency. Felt that we were giving parents the opportunity to regulate what their kids could go see in the movies. However, the agency of the kids and producers/filmmakers was restricted.
