A period of power transition is where you would expect to see war. Another view- Germany launching a preventive war to stop Russia from being a power state. WWI brought down 4 empires- Russia, Ottoman, Austria Hungarian, German. Pyrrhic victory- the costs of being victorious are so high that they really lost.Multi polarity leads to a free for all. Realists did not agree with the League of Nations, too idealistic 1935- Italy invaded Ethiopia, 50 of 54 League members condemned Italy as aggressive. Oil was not put into sanctions against Italy.
