states not of their origin do not have a state of their own Nations within a state India and Russia Low or no immigration rate Stateless nations o Sounds like a spread nation What s the difference A stateless nation does not have to be a spread nation It can exist within a single state or not within a state at all ex Palestinians Kurds ISIS o 2 non member observer states The Vatican and Palestine Observer state they have the right to speak on issues but do not have the right to actually vote on them 193 recognized states Failed State Fragile State Index Think of a fragile state as Gotham City Without Batman o Also Brain Drain on the country because the smart people are fleeing to more stable countries Top 5 failed states Problems o South Sudan Somalia Central African Republic Congo and Sudan o Major refugee problems breeding grounds for terrorists turmoil can spill over and affect neighboring states What do Africa and the Middle East have in common Both are carved by European powers Borders were forced on them o They suffer from identity crisis Imagine if your parents forced you to become an accountant when you wanted to become a musician you didn t even have a say in creating yourself as a human being Eventually you will crack and all hell will break loose In class we skipped slides 23 41 but you are still responsible for reading them What is a regime What is a government What is democracy The Notion of Power Hard Soft and Other Sources What is Power occurred naturally Ability to influence and control outcomes producing results that would not have The U S is the most powerful country in the world compared to others Natural Sources Size position natural resources population o Ex Qatar very small country but is powerful because of oil abundance Tangible Sources Weapons military o In the past it was how people got things done Large armies were seen as a threat and power source The currency of International Relations Money Economic diversity the country doesn t rely on one source of income Industrial development o Qatar only really has oil they would be screwed if they ran out of oil Intangible Sources If a nation supports the state French regime brought down the state Leadership influential and charismatic can improve position Morale low morale around Vietnam war in U S Pride national identity National image how other states see you Public support and cohesion Quality of government o It is not the type of government that matters but the effectiveness o If you do not have the ability to implement policy then you do not have a high quality government Soft power ability to be attractive o Celebrities are appealing to citizens o U S sells the idea of the American Dream through propaganda Hollywood humanitarian work prestigious colleges o China attracts people with their work ethic and attitude regarding investment Smart power combination of hard and soft power How do states exercise their power Diplomacy o It has become more difficult to gain diplomacy transparency of the media and communication makes it hard to keep information secret The hacking leaking of governmental discussions can cause the public to sway one way or another making it hard to come to a mutually beneficial decision o Taking an oath like in a fraternity promising to not do something stupid Sanctions or damaging Force o Military Al Qaeda didn t cooperate with us so now we are in this terrible never ending war Why do diplomacies need to be credible Ain t no one gonna trust yo ass if you lie cheat or steal from them Trust more power 5 Functions of Diplomacy 1 Conflict Management 2 Solution of Problems 3 4 Negotiation bargaining 5 Foreign Policy Management Increases Cross Cultural Communications Canada Diplomacy Niche diplomacy o Basically a way for a small less powerful state to rebrand themselves and make themselves feel important again Canada s niche Human Rights o Banning of land mines occurred because of Canada Iran Diplomacy Economic statecraft time out aka jail aka country fucked up and now they are being punished by a series of o Embargos refusing to export negative sanctions boycotts
