agencies have become accredited since 1978 Florida was the first state to become accredited today 52 major institutions probation and parole offices and 20 work release programs are accredited State accreditation ACA accreditation is expensive o 3 000 per on site day o 1500 fe plus travel expenses per day for each on site assessor o plus other incident costs training consultation monitoring etc o commission for Florida corrections accreditation commission FCAC as an alternative to na tional accreditation o to date 35 county jails have earned FCAC accreditation reduced costs o facilities with less than 50 inmates pay a 500 fee plus assessor expenses o facilities between 50 and 250 inmates pay a 1 000 fee plus assessor expenses o facilities in the 250 1000 range pay 3 000 the program is tailored to florida residents the actual benefits of accreditation have et to be determined empirically by independent third parties Private prisons privatizations means that private enterprises build and manage correctional facilities on be half of the state once the facility is operational the state transfers inmates to that location state retains authority over patrol release etc attractive features o state avoids the costly construction process o reduced operational expenses o helps the state sidestep overcrowded prison expenses as one investment form reported o private prison builders can more efficiently renew facilities on line with time saving of 50 and typical cost savings between 15 and 25 growth in private prisons o in 1995 there were 29 private prisons in the united states o in 2000 there were 101 private prisons and o by 2005 there were 107 number inmates in private prisons o in 1995 thee were 12736 inmates o by 2005 almost 86000 inmates o also there were another 23000 persons in private community based facilities in 2005 Florida housed 5739 persons in 15 private facilities today there are 7 private prisons in Florida savings o state law requires private contractors must generate at least 7 cost savings compared with similar FDOC operational o the average FDOC inmate cost is 53 34 per day while the average private inmate cost is 47 30 per day thwarted expansion o the 2011 Florida budget bill contained language requiring FDOC o convert 29 public correc tional facilities immediately to private prisons o when privatization was delayed the governor relieved the FDOC secretary of his duties three obstacles o 1 The transfer would terminate 4 000 employees and cost an unanticipated 25 mission to pay departing employees for vacation days sick time and overtime o 2 The union Florida PBA filed a lawsuit against the transfer and prevailed o 3 Mindful that privatization would appear again in the 2012 legislative session correctional officers throughout the state
