Texas and the First Mexican Empire The Imperial Colonization Law 1823 February 11 2015 Invitation to foreigners Empresario based Land grants Tax exemption Local government o Alcades o Militia The Federalists and Texas Internal divisions government Slavery Evidence of good moral character o The law invited Catholic colonists to settle in Mexico Texas will help protect Mexico from the United States o The wealthy landowners army officers and clergy want a strong centralized o The criollos and mestizos want a more liberal federalist form of government Agustin abdicates 1823 Guadalupe Victoria Federalist President of Mexico 1824 1828 The Federal Constitution 1824 Federalist principles o Bicameral legislature Two houses Senate Chamber of Deputies Division of power between the national government and the states of Mexico Federalist president However he can claim extraordinary power in times of emergency which looks o Presidential power almost like a dictator o Checks and balances Inadequate system Most powerful institutions are the church and the army President finds it difficult to keep them in check No guarantee of a trial by jury which causes resentment by the incoming settlers o 19 states and 4 territories Texas is part of Coahuila y Texas Capital is Saltillo The capital is very south which causes problems for settlers The Federal Colonization Law 1824 Foreign colonists allowed Empresario based o Like a land agent or a land contractor States control public land Tax exemptions 4 years No foreigners can settle near the coast or a national boundary o Trying to solve a problem or a foreseen problem o Don t want invasion from the United States or another country No major changes until 1840 unless colonization threatens national security The state of Coahuila y Texas Colonization Law 1825 o Contracted to bring in a certain amount of families o Contract is voided if they settle less than 100 families in 6 years Foreign colonists allowed Empresario based Local government Land grants Tax exemptions Profess the Catholic faith Land bonuses
