March 11 2015 Lamar Texas and Europe Lamar seeks o Recognition of Republic of Texas Withdraws the annexation application Treaty of Friendship 1839 The French are the first to recognize Texas as an independent nation Quickly followed by England Holland and Belgium o To create commercial treaties Wanted free trade agreements with European nations to spur economic growth He was unsuccessful o Foreign loans Under 7 million in debt No annexation Applies for loans in Europe Is unsuccessful Loans o Still hopeful of getting money from the United States o Only gets one loan from the bank of the United States in Philadelphia Just over 437 000 Lamar Texas and Mexico Houston just wanted to keep everything stable and not antagonize Mexico Lamar wants recognition from Mexico for Texas and to settle the boundary question o Sends several diplomats to make diplomatic overtures but Mexico would not even open talks with them o Centralist government in control of Mexico o When it was clear that Mexico would not recognize Texas independence Lamar makes a quasi official alliance with the Federalist rebel government based in the Yucatan o Alliance in 1841 was for the Federalist rebel government to lease the Texas Navy For the leasing of the Texas Navy they would pay Texas 8 000 a month However this was withdrawn because they didn t actually intend to take any real action They understood that he agreement could be renewed when they were ready to take action Lamar Foreign Policy Lamar s Dreams of Empire o Organized the Santa Fe Raid in June of 1841 A political military and commercial expedition Hoped to garner some of the trade along the Santa Fe Trail Lamar did not get Congressional approval for this He did this on his own initiative to establish Texan jurisdiction over the Santa Fe area Sent Richard Brenham William Cooke and Jose Navarro Commissioners with a military escort of 270 men Set out from Austin and traveled north However they became harassed by groups of Indian tribes quickly became low on water and the expedition slowly made its way northwest Santa Fe commissioners expected to be given a warm welcome by the governor in New Mexico However they did not The governor of New Mexico Manual Armijo o Sent out troops to meet the Santa Fe expedition o Quickly captured the expedition without a shot being fired o The entire expedition was taken into Mexican hands and marched to Mexico City Minor conflict between France and Mexico Mexican government owes money to many different nations including France War arises from the claim of a French pastry cook living in Mexico who claimed that Mexican military officers had entered his bakery caused destruction and eaten all his pastries France decides to demand 600 000 pesos by sending a French fleet to Veracruz French bombard the fortress in Veracruz but Great Britain will intervene with diplomacy Said that Mexico had to repay all the nations French withdrew Most important result was the further enhancement and prestige of Santa Anna He had taken part in the conflict He was actually in command of the Mexican army and in the Pastry War he loses a leg in the fighting o The Pastry War 1838 1839 The Return of Houston 1841 Election Race Burnet vs Houston o Still for Houston or against o Houston beats Burnet 69 to 31 Married Margaret Lea in 1840 o She is a strict Baptist and manages to stop Houston from drinking o Have 8 children The Return of Houston Domestic Affairs Reduces government spending by 90 by cutting military expenditures and reducing government salaries Tries to sell the navy as part of the military cutback Houston authorizes the sale of the Texas Navy o Doesn t need them because he is counting on annexation o Gains authority to sell the entire fleet of four ships in Galveston o People in Galveston did not want the navy sold By force they stopped anyone from putting up a bid Thus the navy remained in the Republic of Texas In June 1846 they are transferred to the United States Navy The Rafael Vasquez Raid March 1842 o Vasquez of the Mexican army will march into Texas and occupy San Antonio He had about 700 men with him o The town evacuated without a fight when Vasquez demanded a surrender He raises the Mexican flag over the town and declares that Mexican law is in force He then withdraws back into Mexico o This invasion was more of a plundering party than a full blown invasion o Houston vetoes a declaration of war on Mexico o This leads to concern about the archives of the state government papers Results in the Archives War of 1842 Houston was fearful that Austin would be the next target for invasion so he wanted to move the archives Calls an emergency session of the Texas Congress and he now named the meeting place for the government to be Houston People were fearful that Houston wanted to move the capitol back to Houston because he was moving the papers o They got together and made it clear that the papers would not be going anywhere Houston orders a company of Texas Rangers to go and collect the papers from Austin without bloodshed When they arrived the Austin vigilantes were unprepared so the Rangers loaded the papers onto wagons o Angelina Eberly fired a cannon at them as they attempted to move the state papers away on wagons The Rangers gave up the papers to avoid bloodshed as were their orders The archives returned to their storage in Austin and have remained there ever since Foreign Policy Indian Affairs 1843 Houston offers treaties of commerce and peace o He meets with the major tribes in Texas and effects the treaties with them by licensing trade between the Indian groups and the Anglos o However one very important group is not present the Comanche The absence caused Houston to call another council to meet at Tehuacana Creek o Negotiated with representatives from the Penateka Comanches o Treaties of peace and commerce were signed between the two parties o Will be ratified in 1845 o Part of this special treaty was that settlers would not move into an area designated for 1844 Treaty of Tehuacana Creek the Comanche Settlers did not honor the agreement The braves will resume raiding Houston and Buffalo Hump Foreign Policy Mexico Vasquez was commissioned to invade the department of Texas but Houston did not declare war at that point Vasquez Raid March 1842 A second invasion was created with Adrian Woll as the leader o The Woll Invasion September 1842 o Wants to capture San Antonio o Meets the Texan militia at what s called the Battle of Salado Creek
