collection treatment and discharge options that are suitable for the Town of Merom For each of these options we have developed a detailed cost estimate which includes annual operation and maintenance This information was essential for us to make a proper recommendation that minimized the monthly rates for each user Based on the cost estimates we recommend a small diameter gravity collection system Environmental Management IDEM issued a Notice of Violation for the town of Merom Indiana in 2004 This notice was issued because of the presence of E coli in roadside ditches To remediate this problem the Town of Merom selected BMD Consultants to design a collection and a treatment system for the town s wastewater BMD Consultants investigated and analyzed multiple design options to correct this problem The options for the collection system include standard gravity small diameter gravity a pressure system and a vacuum system The options evaluated for treatment include a local package plant regional treatment stabilization lagoons and a recirculating sand filter followed by a wetland system BMD used various criteria to evaluate and ultimately select the best option to be implemented These criteria include initial costs annual operation and maintenance costs robustness and aesthetics Robustness represents how prone the system is to failure and aesthetics is measured in terms of post construction visibility The recommended collection system is a small diameter gravity system The recommended treatment option is a recirculating sand filter followed by a wetland system The treatment system will be located on Hoosier Energy property next to Old Indiana 54 and discharged to the Turtle Creek Reservoir The cost for each component of the proposed systems is 812 000 for treatment 861 000 for the collection system and 198 000 for the discharge system The options that BMD Consultants recommends are designed to meet the permit requirements set by IDEM The recirculating sand filter will lower the biochemical oxygen demand BOD5 of the wastewater to 10 mg L BOD5 and 10 mg L suspended solids The wetlands will remove ammonia from the effluent as well as lower the volume
