We feel that the remediation of this property is essential to the development of this area into an industrial/commercial district that will improve Terre Haute. We were asked to outline the extent of contamination, generate soil and groundwater remediation options, and research funding options for brownfield sites. Included in this report are a description of the project, list of design requirements, remediation plan, and projected remediation cost summary. All material presented herein should be reviewed by a professional engineer.Executive Summary The Terre Haute/Vigo County Department of Redevelopment is interested in developing a 61.6-acre brownfield site located in south-central Terre Haute at the intersection of 13th and Hulman Streets. Between 1916 and 1988 a high-carbon coke production facility was operated on this land, and the site has remained unoccupied since it was closed. In 2000 the Vigo County Commissioners acquired the 24.5-acre north parcel and the 19.2-acre south parcel. During the fall of 2004, the City of Terre Haute acquired the 17.9-acre middle parcel. Through a grant from the Indiana Department of Environmental Management (IDEM), the Department of Redevelopment hired Trinity Environmental Group (TEG) to perform environmental testing on the site. From 2001-2003, TEG completed three Phase II Environmental Site Assessments on the north and south parcels. A standard and customary review of the TEG reports by IDEM revealed inadequacies in the results and suggested that further testing should be completed. The Department of Redevelopment requested that Midwest Consultants review the Phase II Environmental Site Assessments (ESAs) to determine the location of the highest levels of contamination. The amount of additional testing that needs to be completed to fully assess the extent of contamination is also of extreme interest, as well as, the developable area on the site. The Department of Redevelopment has also requested remediation options for known contaminants in the soil and groundwater and development suggestions for the site. This report provides clear guidance for the work to be completed before future development can occur on this site. A contamination density map was created in ArcMap GIS software using data that was provided in the three Phase II Environmental Site Assessments. The map provides a clear visualization of the extent of contamination. To create the map, Midwest Consultants utilized an interpolation tool which is built into ArcMap GIS. This tool uses a geostatistical method of interpolation, known as Kriging, to estimate the concentration of each contaminant between known data points.Based on the interpolation completed within ArcMap GIS, Midwest Consultants estimates that polyaromatic hydrocarbon (PAH) contamination that exceeds the Risk Integrated System of Closure (RISC) levels is present over nearly the entire site from 0-1 feet and it is also present on the northern portion of the site from 4.5-5.5 feet. Contamination due to arsenic and lead that exceeds the RISC levels is present from 0-1 feet in the northwest corner of the property. From 4.5-5.5 feet in depth, arsenic contamination that exceeds the RISC levels is present in an isolated portion of the north parcel. Groundwater contamination due to PAH and lead that exceeds the RISC levels is present from 20-24 feet in an isolated location near the center of the north parcel. The additional soil and groundwater testing proposed by Midwest Consultants and the location for each boring is outlined in Appendix F. These borings should be placed in the two areas where contamination RISC levels are exceeded at 9.5 feet below the ground surface. The purpose of the borings is to identify the exact depth of contaminants so that it can be determined if the suggested remediation techniques will be effective in these two locations. Monitoring wells have been recommended to determine the quality of the groundwater entering and leaving the site. Since PAH and lead contaminants exceeding the RISC levels were detected in the groundwater in one boring on the north parcel, it is necessary to determine if that contamination is moving off of the site. Midwest Consultants also proposes that a Phase II ESA be completed on the middle parcel, recently acquired by the City of Terre Haute, to verify the assumptions made based on the previous tests. Based on the data provided in the three Phase II ESAs and the interpolation completed by Midwest Consultants, the estimated cost of remediation for the entire site is $2,020,000. The optimal technique to remove contamination from the soil and groundwater is phytoremediation, which uses plants to absorb contaminants through their root systems.
