FINAL REPORT Warren Elementary School Rehabilitation for Gingerbread House Designs SUBMITTED BY Civil Design Consultants Friday May 2 2003 Executive Summary Gingerbread House Designs has recently acquired the former Warren Elementary School and the surrounding property The property was obtained as an investment to develop rental properties and a childcare center The three components of the proposed plan include the renovation of the existing school building into rental apartments the new construction of duplex rental units behind west of the school building and construction of a childcare center This report addresses all three components of the proposed property development The existing school building will be renovated into an apartment complex The classrooms will be converted into 17 single family dwelling units The majority of these apartments will be two bedroom units approximately 700 square feet in size Partition walls will be constructed within the classrooms to make them suitable for apartments The building needs a new roof The building also contains lead and asbestos that need to be abated In addition the parking lot servicing the school building is deteriorating and needs to be resurfaced and reconfigured The total cost of renovation is estimated to be 865 000 The property to the west of the school building will be subdivided into 12 lots each containing approximately 8 000 square feet These lots will be used for the construction of duplex housing units A total of 22 units are proposed for this subdivision One lot will contain overflow parking and a storm water retention pond A private road with a cul de sac services the subdivision The utilities to these proposed lots have been designed The total cost of construction of the subdivision is estimated to be 1 000 600 A childcare center is proposed for the southeast corner of the property The childcare center will accommodate 100 children An adjacent parking lot will have a capacity of 31 cars to accommodate employee and parent parking The building is to be equipped with a U shaped drive for access to the childcare center The total cost for the childcare center PROJECT DESCRIPTION Gingerbread House Designs is a developer that has been in business for about 15 years They currently have about 80 properties in their possession The company focuses on rehabilitation of existing properties and development of vacant parcels for residential housing and other public uses Seventy five percent of the properties are kept and rented The remaining twenty five percent of the properties are sold after one year Gingerbread House Designs has recently acquired the old Warren Elementary School Building that is located at 1300 North 25th Street in Terre Haute Indiana The school was in operation from the early 1920 s until the spring of 2000 by the Vigo County School Corporation Since then the school has remained vacant There are five acres of land included with the school property The school has historic value and may be eligible for placement in the National Registry of Historic Places Warren Elementary School is located in Terre Haute Indiana Vigo County The following maps display the location of the old Warren School building Figure 1 depicts the location of Vigo County within Indiana Figure 2 on the following page depicts the location of the school within the city of Terre Haute Gingerbread House Designs hopes to use the old school as an apartment building develop the adjacent land with residential housing and also build a childcare center on the property The school building was thoroughly inspected and the school faced several challenges in order to be converted into an Figure 1 Location of Terre Haute apartment building First the building was assessed for environmental problems such as 1 asbestos and lead paint Then the building was evaluated for handicap accessibility The building needs to have adequate fire escapes and sprinkler systems Due to the Americans with Disabilities Act ADA an elevator is required in order to have apartments on the third floor As of now the added expense of the elevator is not wanted so the third floor will be considered for storage purposes or offices Figure 2 Location of Warren School There is currently a playground on the southwest area of the property The playground area will be removed and a childcare center is proposed in this location In addition Gingerbread House Designs plans to develop the 5 acres of land adjacent to the school with residential housing units These housing units will be duplexes The housing is to be designated for low to moderate income families Gingerbread House Designs wants to maximize the number of housing units that can be built on this property 2 2 0 D ESIGN REQUIREMENTS The design requirements requested by the client included Conversion of the school to apartments Evaluation of environmental problems lead paint and asbestos Removal of open grate heaters Development of residential housing on the west side of the property Development of a one story childcare center on the south side of the property with a
