Powers of the governorCurrent Lecture- Governor has appointive and removal power.- Governor can make an appointment when the TX legislature is not in session: known as a recess appointment- Martial law: temporary rule by the military authorities when civil authorities are unable to handle a riot or other civil disorder.- Governor submits budget to legislature at beginning of each regular session- A line item veto: action by the governor to eliminate an individual budget item while permitting enactment of other parts of an appropriation bill- Executive order: governor issues executive orders to set policy within the executive branch and to create task forces, council, and other bodies- Contingency rider: authorization for spending state money to finance provisions of a bill if it passes- Proclamation: a governor’s official public announcement. Such as a calling a special election or declaring a disaster area. - Legislative power: a power of the governor exercised through messages delivered to the TX legislature, vetoes of bills and concurrent resolutions, and calls for special sessions of the legislature.- Message power: the governor’s state of the state address at the commencement of a legislative session and messages delivered in person or in writing are examples of the guber-national exercise of message power to communicate within legislative and the public. - Veto power: authority of the governor to reject a bill or concurrent resolution passed by the legislature.These notes represent a detailed interpretation of the professor’s lecture.
