Congress Congress has any powers that are “necessary and proper” for fulfilling its responsibilities Because congress is so large they have collective action problems Each member of congress looks out for what their constituents want because they are the ones that re-elect them.  There are special committees because the House and the Senate need more information and they need more time to overlook bills so they have committees set up to help them with those needs as well as help fix coordination problems and transaction costs.  The majority party is in control The House has more coordination problems because they are larger. II. Presidency The president’s powers are vaguely described in the Constitution The framers wanted the presidency to have power in a national crisis and then once the crisis was done for that power to recede which is why they vaguely described the president’s power in the Constitution. That way the President would be able to take more power in a national crisis The president’s at first did not take a lot of power but as time has gone on they have taken a lot more power. III. Political PartiesThese notes represent a detailed interpretation of the professor’s lecture.
