History transfers of Policy to Washington (1930s) The last recession is the 2nd worse we have had Unemployment was up in the 30 and 40 percentile Hoover didn’t do much and then FDR came in and said he would create jobs where they weren’t there. They didn’t think he had a right to use the commerce clause for a lot of his stuff because the commerce clause only affected commerce directly traded across state lines. o So Roosevelt put another 9 justices on the court and they agreed with him and so his laws were passed.
