HIST 106 1st Edition Lecture 27Outline of Last Lecture I. Election of 1960II. Kennedy and the cold warIII. The bay of pigs, April 1961IV. Berlin wall, August 1961Outline of Current Lecture I. Cuban Missile Crisis, October 1962II. Kennedy at homeIII. LBJ comes to officeIV. LBJ’s prioritiesV. Civil rights movementCurrent Lecture- Cuban Missile Crisis, October 1962o Medium range ballistic missiles Missile that will not go out of space and will have to be shot from nearby and does not have a huge range of motion (about 1000 miles) Cuba will not get ICBMs because the main target was the US and Cuba and the US really were not that far Kennedy gets info from the air force that there are some missiles being installed in Cuba - We send planes over Cuba to see what is going on and one of the planes get shot downo Naval quarantine A blockade of another country is a declaration of war and Kennedy did not want to declare war on Cuba Not much difference between blockade and quarantine besides the fact of the change ofname to avoid a declaration of war  Troops were staged in Florida to invade Cuba and the head of the air force was pushing to bomb Cubao Missiles in Turkey? One of the things the Soviets were really concerned about was missiles in Turkey  The US agreed to remove the missiles from Turkey if the Soviets removed the missiles from Cuba and promised to never threaten to nuke the US The US was planning to remove the missiles from Turkey even before the crisis because the missiles there were really outdated o The end result Nikita Khrushchev will run out of power because of him backing down from the battle with the US and Kennedy will be put on top- Kennedy at homeo “New Frontier” Educational improvements- Its very clear that there is a disparity education wise in rural and urban areas- There will be increased access to education for all kids such as lunch programs and new libraries Social support- Will ensure that there is a social safety net that the government will provide- Expand social security (unemployment) benefits, mental health benefits (one of his sisters had significant health problems) Economic stimulation- Minimum wageo Will see a rise in minimum wage to a living wage and will see this as a way to stimulate the economy (people getting paid more will allow for people to spend more and stimulate the economy)- Cutting taxeso Will want to cut taxes (such as the corporate tax) to help businesses grow and stimulate the economyo Most of his bills will go through but one of the bills that will not go through is the Civil Rights Act- LBJ comes to officeo Kennedy’s assassination, Nov. 22, 1963 Was very traumatic for the nation as he was loved by most Americans and his presidencywas really a celebrity presidencyo Lyndon B. Johnson Texas teacher and congressman- He got a silver star in the navy and wore the silver star for the rest of his career- He was nothing like Kennedy, their personalities really clashed, and was very controlling Was there to balance the ticket- Kennedy was projected to do very well in the north but really did not have any support in the south (Catholic, Ivy league graduate, from New England)- LBJ really had the southern appeal and would help balance the ticket for that presidential race Very ambitious and somewhat controlling- LBJ’s prioritieso The great society Medicare “socialized medicine”- Designed to help provide medical coverage for seniors who have retired (the US government will be the healthcare insurance company for this) Medicaid- Designed for people (particularly kids) who are under the poverty line and will provide healthcare insurance for them o Not as popular because it is seen as a hand out for the poor Education- Higher education act of 1965o The beginning of the federal student loan program and will be very popularo This will popularize higher education and will allow greater access to higher education - Head start programo Puts preschool/kindergarten schools in underserved areas with the idea being that kids in poor areas in cities who did not go to preschool/kindergarten did notdo as well in school as those who did War on poverty - Had seen a lot of poverty when he was a teacher in Texas and this will leave a lastingimpression on him well into his presidency- Food stamp act 1964o Previously the food stamp program was a piece of legislation with an expiration date o This program will make it a permanent thing and expand the eligibility for this was expanded (more people will be eligible for this program)- Civil rights movemento Birmingham campaign, 1963-64 April 1963-MLK Jr. will be thrown into jail for a non-violent protest that he was doing Letter from Birmingham jail- MLK Jr. will see a letter from 8 white ministers condemning the Civil Rights movement and saying the time was not now to have equal rights- MLK Jr. will write a letter from jail saying the time is now for the Civil Rights movement - Children’s crusade-will get students to march in Birmingham (peaceful protest) and the police will be very violent in breaking the protest upo This will be very important because this movement will be broadcasted on TV and people will see the violence of southern states and governments against the African-American peopleo Changed the minds of many people about the Civil Rights movemento March on Washington, Aug. 1963 Hundreds of thousands of people demanding congress for action on the issue of Civil Rights This is where MLK Jr. will make his famous “I have a dream” speech o Civil rights act, 1964 LBJ tells congress that there will be no better eulogy for JFK’s passing than to pass the Civil Rights act Will not allow discriminatory acts against people by race and this act will integrate the interstate commerce laws (to make sure that everyone was following the Civil Rights act)o Voting rights act, 1964 This will lift all of the barriers that prevented African-Americans from voting (ex. Voting tax, grandfather clause) It will also give the federal government oversight of how congressional district lines
