For young people brought here before 16 years old (modified to 21 years) 2. Person has been in US for 5 consecutive years 3. Person earns HS diploma or GED 4. Person attends college or serves in the US military What’s going on now with immigration? o One-sided views o Bill to continue funding for Department of Homeland Security o Democrats led them to put on attachment piece that would put amnesty for dreamerso Last week threat DHS was going to be shut down o Fox News (conservative view) o Interviewing Republicans o MSNBC (liberal view) o Interviewing Democrats Where they stand…Deporting the Undocumented > pg 13 of article o Obama (Democrat) say yes to DACA These notes represent a detailed interpretation of the professor’s lecture. GradeBuddy is best used as a supplement to your own notes, not as a substitute.o Republicans say no to DACA Some republicans want a path to citizenship, or guest worker system (Rubio) This is causing potentially politically dangerous divide in the Republican Party The Republican Divide o Republicans have been divided on the immigration for nearly a decade with centrists and business interest favoring broad fixes But GOP lawmakers and party strategists of all stripes agree on this much: o Obama has made the issue irreversibly toxic. o They contend that the president’s executive order, announced in November, to legalize and offer work permits to 4.1 million illegal immigrants killed any change that existed for an overhaul to move forward this year in the Republican Congress o Even Republican members who back liberal immigration policies argue that Obama’s move was unconstitutional Holding our Security Hostage o Funding to DHS was tangles up with the immigration bill o Funding for DHS was expanded for just 1 week on Friday 2/27 o Everyone was playing hardball and no side was willing to give in States and the Dream Act o Some states like Washington and NY want to give tuition assistance to the dreamers o Washington would give 1,100 students financial aid if they qualified Some Key Points to NY Dream Act Tuition Assistance o Currently undocumented immigrant students pay in state tuition rates (8,300) o Many cannot enroll in college due to cost of college NY Dream o Approved by State Assembly Tuesday Feb. 24th 2014 o Now goes to senate o Extend eligibility for state financial aid to undocumented students o Also creation of privately funded scholarship programo Access to the State’s 529 College Savings Program Some Important numbers o 6640 undocumented undergrads at CUNY 1160 in SUNY system statewide The ABCs of Justification A>Economic Benefits: short-term costs of extending financial assistance to undocumented students would be outweighed by the long-term economic benefits B>It won’t cost THAT much C>Improve unemployment Rate: the higher the education level, the less likely you are to be unemployed The Math Breakdown o Maximum TAP award $8,000 for a 2 year degree Bottom Line o NYS thinks providing financial aid to undocumented students will enhance individual’s lifetimeearnings and ultimately increase the State’s tax revenue o Passed in the State Assembly, but not in State Senate Concerns: o Opponents argue that using taxpayer money to fund tuition assistance for students in thecountry illegally takes away both opportunity and funds from students who live here legally Will it pass? o Bill has 27 supporters in Senate and to pass you need 32. o Democratic Senators Ted O’Brien, Tim Kennedy, Joe Adabbo and Bill Perkins are the onlyremaining Democrats who haven’t signedo Perkins was the lead sponsor for the Dream Act in 2011 o The bill does not have the support of the entire Democratic conference, but there is still time toget all members on board Why would Republicans want to compromise of immigration?To get more votesDeportation o Republicans: self deportation, E-Verify System o Democrats (Obama): Keep people brought here at young age, work permits for certainyoung people who fill requirements, deportation #s confusing, DACA (Deferred Action forChildhood Arrivals) Border Fence o Republicans: many want fence to span entire 1900 mile border, reinforce fence with 2nd layer,Romney Said, “We got to have a
