HIST 2112- Two approaches to reconstructiono Should be easy and slow and deliberateo Should be hard and fast- Had to make sure the south could not rise again to the Confederacy- 26 million Americans after the Civil Waro Most lived in small towns- Industrialization starts its rise in 20 years- Presidential Reconstructiono States had to apply for readmission 10% of the population had to sign off on a loyalty oath Admit that slavery is unconstitutional and agree to the 13th amendment Renounce your recessiono These 3 steps allowed you to rejoin the uniono “With malice towards none and charity for all” – Lincoln’s second inaugural addresso Lincoln was a moderate, especially towards freeing the slaves He felt the US government should buy slaves from slave owners and send them back to Africa, especially Liberia He felt keeping them hear would be disastrous and that we could retract racial issueso Andrew Johnson hated plantation owners, even though he is a southernero He became president because he was an ‘anti-southern’ politiciano He especially hated African-Americans and those who supported the African-Americans Felt black soldiers should be given the right to vote because of their service and loyalty to the union but that’s ito Wealthy plantation owners had to come to him and get written permission to regain citizenship; they basically had to suck upo Hated the ‘Freedman’s Bureau’ and vetoes it- Radical Republicanso Charles Sumnero Thaddeus Stevenso 13th, 14th, 15th amendments are created by radical republicans 13th – outlawed slavery 14th – gave black people citizenship 15th – black males are allowed to vote- This amendment particularly helps prevent the second rise of the Confederacy- Also gives them the ability to run for officeo Pass the Tenure Office Act Keeps the president from firing any of his Cabinet without permission from Congresso Johnson violates this and gets impeachedo Passes with one vote though and is still President- Black Codeso Examples Black people cannot travel without permission from their employer Black people are required by law to be employedo Attempts to recreate slavery as closely as possible- Panic of 1873o Worst depression thus far in American history- We are starting to enter industrialism and starting to forget about keepingthe South down and quiet- The Ku Klux Klan rises up to help suppress the Black Vote- Rutherford B. Hayes gets elected because Republicans came to the southern Democrats and said they would remove all union troops from the South if they let the Republicans have the presidencyo This officially ends the reconstruction
