hit and run status like mini civil wars. they can end up in creating actual wars or if not enough troops then they look like terrorists.

|
is not w/out thought. act or threat of violence for political purposes.
domestic-attack gov people nationalist- go beyond beyond change of policy, usually want state independence state sponsored- al qaeda, gov funds resources

Balance of Power
|
system, states or groups choose not to use force because they consider the potential cost too high. sometimes good idea.

economic sanctions
|
these actions are designed to encourage states to change their policies by cutting off trade and financial flows.

an attempt to influence through emotional appeals

entails direct negotiations between two or more government or IGO's

states trying to boost their military powers level and troops and weapons to get a war for something they want. or to show force to get it

states happy w/ level of power. scared by revisionist that they are gonna get bigger than them and attack

where states share rules not written yet but practiced by citizens enough to eventually become law. for peace mostly common courtesy
