Soviets were trying to get outside their area, and America would make them “pay a price” (blowing up weapons, supplies, costly damages, etc)c. Reagan Doctrinei. Make them pay a price so large economically that it will cause problems at home and cause dissention, crippling themii. Treaties had banned anti-ballistic missiles, but Reagan threatened the Soviets by saying we would develop them (even though we had no plans to)1.
