AMH 2020 0001 page 1 January 20 2015 Reconstruction During reconstruction Congress only met for 1 month out of the year Johnson ran Reconstruction until December this time was called Presidential Reconstruction South was waiting for punishment for their actions in the Civil War Only 1 piece of land was taken from slave owners and given to slaves That piece of land Nothing bad happened to the South so they began to push the limits that the north had was Hilton Head Island placed on them Vocabulary Congress o They passes a series of Black Codes to regulate former slaves Tenure of Office Act in order to fire someone the President need permission from o Johnson defies the Tenure of Office Act and fires the Secretary of War he almost gets impeached as a result of his defiance Black Codes o Until 1970 s Blacks were excluded from juries Without Blacks on juries most whites received no punishment for their o Blacks were prohibited from engaging in any activity other than farming without actions a permit o Blacks were prohibited from owning firearms o Blacks were prohibited from avoiding cotton picking AMH 2020 0001 page 2 13th Amendment ended slavery 14th Amendment granted citizenship 15th Amendment granted right to vote Radical Reconstruction Wade Davis Vice President of Confederacy was elected to Congress As a result Congress throws out all Southerners and begins Congressional Reconstruction o Congressional Reconstruction put an end to Presidential Reconstruction 13th 14th and 15th Amendments Should have been 1 Amendment South kept finding loopholes to deny rights to African Americans and the government kept having to try to plug the holes that the South had found with Amendments The 13th 14th and 15th Amendments were designed to grant rights to African Americans Military districts were established 2 years after the Civil War A general ruled over a district and reconstruction varied by how close a town was to the military o If they were close to the military reconstruction policies were strictly enforced o If they were far from military reconstruction policies were not enforced Towns that were far away from military districts weren t policed because it took too long for the generals to ride out and punish people in far off towns Johnson named Generals to rule over a district because he was still commander in chief It took slaves in Texas 2 months to figure out that the Civil War was over
