Pols 207 Thursday Lecture 01 16 2014 Asian population percentage in Texas is growing the fastest growing percentage wise compared to Hispanic population numbers grow the fastest Texas put a law in place to stop Asian population from coming in o Example how policy effects population percentages o Chinese Exclusion Act for a year Stopped all Asian population from coming in Was not lifted until after WWII o Japanese Gentleman Agreement Let a few number of Japanese people in o Immigration Reform of 1965 Reason why Hispanic population is so high and why its still increasing and why the white population is decreasing Remove place of origin originally immigration preferred Europeans over other immigrants with the removal of the place of origin it leveled the playing field This whole time the white Europeans do not want to come or do come work then leave to go back home because of socialism ex universal healthcare Clause for family reunitement could bring your immediate family to the US Republican congressmen want to get rid of family clause to lower immigration rate if trends continue by 2030 Hispanic population will be the majority in Texas then Texas will turn blue 1 in 2 Asian s in American have a college degree o fertility level slightly higher then white Texas population today 45 Angelo 37 Hispanic 15 6 Black photo id voting in Texas purpose was to stop poor people from 090 school district 2 245 special districts Texas is growing at twice the rate as US national rate Texas referenced as the land of empty spaces When you have your own space you can do whatever you like without bothering others More people are moving in however so regulations will slowly change New York referenced as land of congestion More rules because more people around People are sensitive to noise level of their neighbors more regulations 30 of Whites have college degree however 50 of Asians have college degree but still lower per capita income government tries to level playing field by offering aids ie public education home Asian homes hold more household income o Not logical but because of culture many people living in one More education means more per capita income Less education more trouble you can get into Texas has lower unemployment rate then national avg but has higher poverty percentage because many jobs or low minimum wage job o Educated employed citizens the States The Texas Political Culture The concept of Political Culture 01 16 2014 o Political culture is a shared framework of values beliefs and habits of behavior in regard to government and politics Texas political culture is distinctive for a variety of reasons The states great size and relative geographic isolation until the 20th century are important factors Texas was an independent republic before joining the united states Its mixture of the Old South and the West of the frontier contribute to the state s distinctiveness o Though some Texans particularly African Americans and Mexican Americans tend to be separate from the political culture of the dominant Anglo majority history and political insititutions have shaped the assumptions that most Texans bring to politics o The intense patriotism of Texans is shaped by the myth that Texas is the most wonderful place to live that ever existed on the planet o The experience shared with other Southern states of slavery defeat in a civil war and post war occupation and denying African Americans full citizenship undergrid the states conservative political culture o Reinforcing the states southern cultural conservatism is an extreme individualism derived from the myth of the frontier o Based on the cultural patterns of the fifty states identified by Daniel Elazar Texas is located at a midpoint between traditionalist and individualist political cultures Political Culture Individualistic political culture o Its an approach to government and politics tat emphasizes private initiative with minimum government interference Traditional political culture o It is an approach to government and politics that sees the role of government as the preservation of tradition and existing social order o In this view government leadership lies in the hands of the established social elite and the level of participation by ordinary citizens in the policymaking process is relatively low o According to this political culture the role of government is to protect and preserve the existing social order Texas Political Culture o Professor Elazar believes that the political culture of Texas is a hybrid that includes both traditionalistic and individualistic elements o Texas s traditional political culture is represented in the states long history of one party rule low levels of voter turnout and social and economic conservatism o Texas s individualistic political culture is represented in the states strong support for private business opposition to big government and faith in individual initiatives o Political culture is a useful concept because it focuses on a states history and development as important factors influencing politics and policy o Look up name of inventor of free enterprise and the invisible
