Project Summary:Our country’s natural resources are under increasing pressure to be managed for multiple-uses, many of which have conflicting objectives. Collaborative resource management is an important tool that federal, state, and tribal land and water managers can use to better manage these resources. The Bureau of LandManagement’s Resource Advisory Councils (RACs) and the National Marine Sanctuary’s Sanctuary Advisory Councils (SACs) were established in order to actively involve the public in government decision-making. However, despite existing for more than ten years, there has been no systematic analysis of the RAC or SAC system. This master’s project seeks to analyze what constitutes a “successful” SAC or RAC.This will be accomplished through a four-step process: (1) a general gathering of facts from easily accessible sources; (2) phone/mail surveys of selected RACs and SACs; (3) case studies, which includesvisits by team members, of representative sites; and finally (4) drawing comparisons, contrasts, conclusions, and specific policy recommendations. Our products will include the required academic document detailing our findings, as well as separate policy analyses and a set of recommendations to each client.6.
