Project Summary:Management of public natural resources is complex and challenging. Federal resource agencies have been struggling for almost two decades to develop approaches for managing conflict and to provide opportunities for constructive interaction with the public. Advisory councils are increasingly being employed to promote broader understanding and enhanced problem-solving. While “advisory councils” have been used in different contexts and in different ways for many years, the degree to which these councils effectively promote communication and collaboration between public agencies and non-agency groups varies considerably and the factors promoting their effectiveness are not well understood. This masters project seeks to assess the experience to date with the National Oceanic and Atmospheric Administration’s (NOAA) National Marine Sanctuary Advisory Councils (SACs) and the Bureau of Land Management’s (BLM) Resource Advisory Councils (RACs). In addition, SACs and RACs differ in three key ways. First, the SACs and RACs exist within two very different legal frameworks. Second, the SACs and RACs reside within two very different organizational contexts, with varying agency histories, culture, norms, and standard procedures. Third, the nature of the issues addressed by the SACs and RACs differ. The project team hopes to learn what their distinct legal frameworks, organizational contexts, and types ofissues suggest about advisory council experiences. Assessment will be achieved through a five phase process: 1) Development of research questions and broad analytical framework; 2) background research; 3) surveys and survey analysis; 4) case studies; 5) comparative analysis.6.
