UN Structure – 9 November- UniqueMajor Organs- UNSC 11 members in 1946, now 15o 5 permanent (Britain, US, France, China, Russia), 10 rotating/regional membershipso All states have chance to be on UNSCo Nonpermanent members2 year term, no vetoo Where sensitivity to power resideso No other agencies can sanction stateso Deals with matters of forceo Veto not used as much since Cold War (1946-1991)o Resolutions are powerful/ law-likeo Needs reform but who should be added? Assem.  Not member of permanent 5 states(1) Trygve Lie – Norway 1946-52, resigned(2) Dag Hammarskjold – Sweden 1953-61, Godfather of Modern Peacekeeping pro (humanitarian) intervention(3) U Thant – first Asian 1961-71, retired after 2 terms, non-war/nonintervention does not let personal views impact UN’s decisions(4) Kurt Waldheim – Austria, increases UN’s size, successfully makes US spend more, ex-Nazi, vetoed for 3rd term by China (first time China ever used veto) **1971—People’s Republic of China replaced nationalists in UNSC(5) Perez de Cuellar – Peru 1982-91, much heat from Cold War  Gulf War, declined 3rd term(6) Boutros Boutros-Ghali – Egypt 1992-96, most active Sec. Gen. (i) Increased force, use of sanction, expanded peacekeeping(ii) Pushes US to do more/spend more/etc.1. Vetoed for second term buy US – only Sec.
