Black Codes
-laws passed on the state and local level mainly in the rural Southern states in the United States to limit the civil rights and civil liberties of African Americans b/c Southern plantation owners feared that they would lose their land. Having convinced themselves that slavery was justified, planters feared African Americans wouldn't work without coercion. -The Black Codes were an attempt to control them and to ensure they did not claim social equality. -The Black Codes were in reaction to the abolition of slavery and the South's defeat in the Civil War. o nullify the codes, Congress passed the Civil Rights Act of 1866 and the Fourteenth Amendment

- federal government agency that aided freed slaves post-civil war with food, housing, education, etc. initiated by lincoln and continued by johnson.johnson rejected a bill to extend the life of the bureau "racist against white" - one of the controversial aspects of reconstruction-An agency established by Congress in March 1865 to establish schools, provide aid to the poor and aged, settle disputes between whites and blacks, and secure for former slaves and white Unionists equal treatment before the courts. failed to land reform which meant poor economic opportunities for blacks
