THIS IS A INDIVIDUAL ASSIGNMENTThis is a Research Project.Editorial description(s): From Publishers Weekly Investment manager Maggin here offers an expanded version of a 1986 Management Review article, recounting in devastating detail the collapse of ESM Government Securities Inc., a Florida brokerage firm, in the mid-'80s. The ESM scam involved crooked real estate developers financed by their own chain of deregulated Florida- and Ohio-based S&Ls; ESM's foundering, together with the discovery that auditors had been falsifying company records for seven years, forced Ohio's governor to declare a bank holiday to quiet the panic that resulted. Three of 11 ESM-related "crooks" have since died; the remainder are serving time. However, their fiasco was not a complete loss: the author credits the ESM affair with helping to bring about 1986 S&L regulatory legislation.Copyright 1989 Reed Business Information, Inc.Format for Term PapersThe immediate outline is for the scientific report style.AbstractIntroductionMethodsResultsDiscussion1. Review of LiteratureFRAUD RESEARCH PROJECT: ESMTHIS IS A INDIVIDUAL ASSIGNMENTThis is a Research Project. You have been asked you to review the ESM situation and prepare a memo describing the nature of the fraud and policies and procedures that could prevent this type of situation from occurring in the future. Specifically, you should: - Identify the parties involved in the fraud and their roles in the events. - Outline the facts of the case.- Explain how ESM fraudulently inflated retained earnings, - Identify one management assertion that was breached for the receivable owed to ESM from the affiliated entity related to the inter-company repo and reverse repo transactions, - Identify quality control procedures that the firm should adopt to ensure that audit personnel do not behave as Jose Gomez did with the ESM audit. The project should discuss the outcome of the case and provide a reasoned argument of preventive measures that could have prevented/detected the fraudincluding what procedures/laws are currently in place to prevent a re-occurrence.Remember written responses should be about 5 typed pages in length (double spaced with normal 1 inch margins and normal 12 point font sizes) and will be graded based on neatness, writing style, accuracy, timeliness, completenessand conciseness. .Bankers, Builders, Knaves, and Thieves: The $300 Million Scam at Esm by Donald L.
