effective and efficient way known for rearing the next generation financially supporting its members and caring for those who cannot always care for themselves the elderly frail ill or those with disabilities Families are the cornerstone for raising children who become caring committed citizens in a strong democracy and competent workers in a sound economy Students should be familiar with the goals and functions of SCHIP EITC SNAP WIC HeadStart Medicaid the Social Security Act and the Child Care Tax Credit Provides health insurance coverage for children whose families are not eligible for Medicaid but who cannot afford insurance State Children s Health Insurance Program SCHIP o Federal policy enacted in 1997 providing matching funds to states offering health insurance to low income children specifically those who cannot afford insurance but whose parents earn too much for Medicaid eligibility Earned Income Tax Credit EITC A federal tax credit for low and moderate income working people It encourages and rewards work as well as offsets federal payroll and income taxes o A state and federal tax policy that has been shown to be an effective and efficient antipoverty measure the credit targets low income working individuals and families who pay into the tax system and receive a refund if their earnings do not reach a specified income level Supplemental Nutrition Assistance Program SNAP Formerly food stamps SNAP offers nutrition assistance to millions of eligible low income individuals and families and provides economic benefits to communities SNAP is the largest program in the domestic hunger safety net Head Start 5 from low income families through education health social and other services Head Start promotes school readiness of children under o Preschool program created by the federal government in 1965 to provide services that promote good health and school readiness for disadvantaged children the program involves families and emphasizes the role of parents as children s first teachers Special Supplemental Nutrition Program for Women Infants and Children WIC WIC provides Federal grants to States for supplemental foods health care referrals and nutrition education for low income pregnant breastfeeding and non breastfeeding postpartum women and to infants and children up to age five who are found to be at nutritional risk with low income and limited resources Medicaid is the largest source of funding for medical and health related services for people with low income in the United States financial assistance to the retired aging and unemployed A Party and is considered responsible for the Republican takeover of the House of Representatives in 2012 The Tea Party emerged as an antigovernment grass roots political movement that supports
