Us Capitol Bombings of 1983 March 1 1971 a bomb exploded In the bathroom of the US Senate This bombing was linked to a terrorist organization called Weather Underground aka weathermen Weather undergrounds main goals were to fight American Imperialism and military industrial domination November 7 1983 a bomb exploded outside of the senate building and tore a hole in the chambers destroyed several paintings and a door but Didn t kill Anyone Before the bomb exploded the group responsible called the Washington Post and a Washington radio station and said that they didn t kill anyone at the time but the people s lives were not sacred or safe The Group responsible was the ARU Armed Resistence Unit The ARU committed many terrorist activities but their main one was the capitol bombing and the attempt to help a Black Liberation Army member named Shakur escaped from a prison in NY on November 2 1979 ARU also tried to rob and kill a Brinks security guard with 1 6 million dollars They were later arrested and convicted for this crime The ARU members turned themselves in in June 1987 Lauara Whitehorn Linda Evans and Marilyn Buck were former members of Weather Underground and now the members of ARU who were responsible for the Capitol bombings 5 others were charged but most of them were already in prison and serving time so the charges were dropped the women entered in a plea bargain and got 20 years in prison This is an example of how remnant members from a dsbanded terrorist organization reemerged in later years to carry out one last series of attacks in order to further their original goals Pres Clinton commuted the sentences in 2001 to time served This caused problems because the women were also responsible for the death of the Brinks security guard After they were released from prison they were asked to make public speeches at universities and one was even offered a job but it was later rescinded Whitehorn spoke at Duke university about sexually transmitted diseases within the prison setting Many were skeptical about having ex terrorists speak to impressionable College students Influencing an Election America s first Bioterrorist Attack In March 2004 bombs exploded in Spain to influence the election The socialsist candidate was elected as a result Jose Zapatero the candidate who was elected condemned the US involvement in Afghanistan and Iraq and promised to bring Spanish troops home The town of Dalles Oregon in 1984 was the first place where a bioterrorist attack was used in hopes of influencing the election Indian guru Bhagwan Shree Rajneesh started a cult known a Rajneeshees He said there was no god sexual nudity and freedom was engouraged He became known as the Enlightened Master by his followers he sold books and tapes of his teachings and made enough money to own 90 Rolles Royces In 1980 he and his cult faced criticism so one of his followers American born Sheela Silverman suggested migrating to the small town in Oregon They got the property in Wasco County and called it Big Muddy Ranch They created the cult in Oregon and made it an incorporated municipality Rajneeshpuram they had their own police force called Peace Force and had access to computer databases run by Oregon police and law enforcement Rajneesh didn t have direct contact with his people and the community was basically run by Sheela who reported directly to him She used wiretapping to spy on the residents The community was expanding and the surrounding Oregon residents didn t like it The upcoming election would affect how much the Rajneeshees would be allowed to expand Rajneesh was under investigation for immigration violations for him and his members They decided to use a 2 pronged attack to determine the outcome of the election in their favor They didn t run their own candidate but had one candidate on the ballot that was more sympathetic towards their motives and expansion Part 1 of attack Moved homeless people from around the country to the community as part of the Share a House program They registered them under the Oregon flexible voter law and made them vote the way Rajneesh wantedthem to vote in return for house and shelter Part 2 of attack Tried to make voters sick so they would not turn out on election day Puja the nurse and head of the health center was in charge of the biological agent She was nicknamed dr Mengala because she was so interested in poison She considered the use of AIDS a diahrea inducing virus and finally settled on salmonella August 29 1984 Puja poisoned the visiting Judge Hulse and Ray Matthew They were there to make a decision about the community and drank the water poisoned with salmonella They used the salmonella to spread on salad dressing and local foods that were used in over 10 restaurants and made 751 people sick Only a small group of the Rajneesh people knew about the plot which is why it took officials a year to link it to them Sheela faced Immigration fraud wiretapping charges attempted poisoing of Bhawan Physician and setting fire to a county office She got a 40 year sentence fined 400 000 and 70 000 restitution Puja faced 4 5 years in prison for wiretapping and the salmonella outbreak 20 years for attempted murder of the Bhagwan physician Rajneesh faced pleaded guilty for immigration fraud and paid 400 000 He wasn t charged for the salmonella outbreak and was forced to leave the country The importance of the case was that leaders of a large cult can carry out a plan without many of the members knowing about it This small group communication is what made it successful Also many were uncertain about the motives If the motive was in retaliation for the pressure from the surrounding citizens then the attack was not an act of terror However it was found that it was an attempt to influence the election so it was politically motivated and deemed an act of terror A Meeting of the Terrorist Minds The case of Yu Kikumura This chapter started with the Federal sentencing guidelines and here s a brief overview Federal Sentencing Guidelines The guidelines were made to make sentences more predictable and proportionate They gave Judges less discretion but aggrevating factors were gave judges the ability to increase a sentence Mitigating factors gave them the opportunity to negate some of the sentence 2004 Blakely V Washington Blakely kidnapped his estranged wife and the judge increased his sentenced to 7 years in prison He used aggrevating factors to increase the sentence The supreme court held
