Lecture 10 Community Crime Control- Private levelo low Network Densityo Unsupervised teenage peer groups- Parochial Levelo Low organizational participation- Well-organized communities have high crime rates- Levels of Crime Controlo Public level of control community needs attention of the police those communities lack of public crime control a community are seen as isolated communities which lack of public control are poor public services poor communities are less likely to get bank attentions people in these kind of communities see police as aliens/outsiders wealthier people know more about the police "Broken Window" theory was first presented in The Atlantic Monthly. o Wilson and Kelling theory - Broken Window Theory people get the idea that property has no value If property has no value, then property can be vandalized or abused at no cost to anyone. No one cares This theory assumes rationality of the offender People will do it because it's fun and they can get away from it Broken window is a metaphor for social disorder. These people are not necessary to break any kind of laws If nobody is going do anything about these discrepible people, no one is going to do anything about me.o Private level of control "They will use the streets less often, and when on the streets will stay apartfrom their fellows, moving with averted eyes, silent lips, and hurried steps.'Don't get involved'" (Wilson and Kelling) They charged the police to maintain the order The police by definition are not charged to maintain the social order Wilson and Kelling argued that the police are too restricted Broken Window starts with social disorder. Once social disorder began in the community, the community loses control Now the police are focus on the high crime Collective Efficacy: "The linkage of cohesion and mutual trust with sharedexpectations for intervening in support of neighborhood social control" (Sampson and Raudenbush) Systematic Social Observation- Collective efficacy
