War Over SlaveryContinuation of Lecture #31II. Toward War, 18611. Fort Pickens:: completed control of access to this port (war could’ve started there)A. Firing on Ft. Sumter (April 12, 1861) Ft. Sumter was in the middle of S.C. in Charleston Harbor The U.S. controls this fort and the Confederates demand that they turn it overbut US refuses  They have about 80 men stationed there All this is happening while president Buchanan is president, he blames this problem on Lincoln and trying not to make things worse When Lincoln takes office March 4th 1861, learns about Ft. Sumter first and that the 80 men cannot be held out much longer an needs to be resupplied Asks his cabinet to if they should defend or run, cabinet feels that he should evacuate and run but he feels they need to stand up He needs the Southerners to start the war (because it will anger northerners to rush to join the army) He needs them Southerners to fire first so he can hold the slave states in the Union  He resupplies it with food and medical and water. He does this because he wants to prolong the crisisThese notes represent a detailed interpretation of the professor’s lecture. Lincoln Calls for Volunteers (April 15) He calls for 75,000 volunteers to put down the rebellion three days later  Every state in the union has a quota to provide troops to put down the rebellion Now time to show where you stand C. Upper South States Secede Virginia: it is huge because it is a huge state of the Union  Locate the capital for the confederacy at Richmond, VA The same delegates that decided to stay NOW decide to leave the Union They decided to put the issue with the voters and they agreed to secede  Arkansas: they decide 69:1 to leave the Union What has changed? the issue of cohersion to fight with the south against the north  North Carolina: votes unanimously to leave the Union Tennessee: will not furnish a single man but 50,000 for their rights and for the southerners, put the issue to the voters June 8th 1861 2:1 to leave the Union1. West Virginia  When VA secedes the western part of the state have their own convention and secede from VA and stay in the Union  Lincoln gets an army down there and holds that part of the south D. Border States (slave states that stay in the union ) They send both people fighting for both sides  100,000 southerners fight for the north 1. Maryland HAS TO KEEP MARYLAND Lincoln wants/needs to do everything he can illegal or legal He suspends the Corpus in Maryland ( you have to show cause to arrest someone)- means that the government can arrest you and hold you forever- and arrest Marylanders who are pro south and cannot vote for secession- they are forced to remain in the Union 2. Kentucky They declare they are neutral  They just decide this because they are split of the issue For a few months they are respected  Eventually the south invades Kentucky and it stays in the Union 3. Missouri It is split and they cannot make a decision so they stay in the Union III. Did South Act Prematurely? Was slavery truly threatened by Lincoln’s election? YES they did act prematurely IV.
