Localism2. Efficiency- Who owns media? - How might that affect the content??- When we talk about media ownership in the US, there are two very strongly competing values that drive the ownership - Localism-more of a socialist undertone- Efficiency-more of a capitalist undertonei. Philosophical divide: Individualism vs collectivism- individualism: interested in the “me” (western)- Collectivism: sensitivity to others, see yourself as more of a group (eastern)- US, Canada, Australiaà more individualistic (freedom, recognition of the people)- Europe, Mexicoà more collectivist- Collectivism v individualism is a biological thing- There may be a reason for more collectivist way of being- Collectivist cultures need support of community to have a sense of self satisfaction or self happiness- Maybe they don’t have the same secretion of seratonin!ii. Localism- Individuals vs large organizations- Control/power = “the people”- Democracy = decentralized power- Localism-you can connect a little more to socialism- It’s the individual v large organizations- Let’s value the collective, the society, the people- At the heart of that is the idea of democracy- Democracy and capitalism are NOT the same thing- Very communal oriented- Prevent monopolies- Limit number of stations - per company- 1980s--relaxed this- 1996 Telecommunications act- Cross ownership of - media in 1 market allowed- Outcome: $300 billion in mergers- Values the community and wants to prevent monopolies- Doesn’t want a few individuals to own EVERYTHING- Local people should be able to own media (ex. Newspaper, magazine)- That’s how US law and policy was written- to value localism- Can’t have some big corporation own everything- Until 1996, with the change in the Telecommunications actà we went from localism to efficiency, from a more communal to a total capitalist efficiency (monopoly)- It stopped the regulation on how much a corporation can own - For Test: Just know that we had a certain way of ownership until the Telecommunications act and it changed
