Term Paper Capital Improvement Program Development Process of Your Assigned City 1. General Requirements Each student in the class is assigned to a city (see your assigned city in Table 1). Each student needs to write a 10-page, single space term paper for your assigned city. The term paper will provide a review of the Capital Improvement Program (CIP) and describe how the CIP is developed in your assigned city. 2. Methodologies Each city should have a web site. You just go to the web site of your assigned city and review the city’s documents. Two important documents are often provided in the web site: City’s General Plan and Capital Improvement Program. Sometimes the CIP document could be embedded in the General Plan. You need to identify contacts from your assigned city, have an interview with the contacts, and learn from the contacts how the CIP is developed at the city. You should have a solid knowledge of the city before you interview your contact. You need to develop your own interview questions and include your questions and answers in your term paper report. 3. Topics in your term paper a) Introduction General Description of your assigned city in terms of area, year when it is incorporated, population, employment, etc. b) Overview of General Plan. You need summarize the general plan you find for the city. c) Overview of CIP. It may include information about total number of capital projects, project scope, types of projects, project budget, project schedule, etc. d) CIP Development Process. Who is in charge of the CIP development? How is the CIP developed? Summary of your interview should be included in this section. e) Conclusions 4.
