GaddieForrest Bennett Sect. 77P SC 1113-070September 23, 2013Representation ExerciseRepresentative: Senator Orrin HatchConstituency:Senator Orrin Hatch operates in Utah, located in the mid-south-west of the United States of America. Salt Lake City is the capital of Utah and the state has a total population of approximately 2.7 million people. Some of the most prolific industries in Utah are in: tourism; aerospace and defense; information technology; natural products; renewable resources, and health technology. In the USA, Utah is revered as being one of the states with the most incredible natural phenomena; the native landscape offers a bevy of museums and national parks. The most notable is The Arches National Park which boasts the highest amount of naturally constructed arches in the world. Despite its wide variety of extraordinary feats of nature, Utah’s population demographics indicate that the state has very low ethnic diversity. According to data gathered in 2010, the majority of Utah’s population is White-Caucasian (86.1% of the total population), followed by the Hispanics, who comprise 13.0%. And then there are the other ethnic groups (namely Black, Native American, Asian etc.), each of which represent less than 2% of Utah’s total population. In consideration of these demographics, one would assume that Utah’s government by a Republican system. Graphs showing the distribution of Republican/Democratic (Red/Blue State) political sovereignty in the USA per State indicate that Utah is a predominantly Republican state, or in other words, it is a ‘Red State’. Despite the fact that the fact that Governor Gary Herbert, the incumbent governor of Utah, is a Republican, it comes as no surprise that Utah is a strong Republican state as they have elected the same man, Senator Orrin Hatch, into the state’s senate for seven consecutive terms.Who is Senator Orrin Hatch?Senator Orrin Hatch of Utah was born in Allegheny County, Pennsylvania on March 22, 1934. For his earlyeducation, he attended public schools in the state of Pennsylvania and went on to graduate from the University of Pittsburgh Law School in 1962. However, in 1957, he married his current wife Elaine Hatch (nee Hansen) of Newton, Utah. Senator Hatch began his working career as a lawyer after he was admitted into the Pennsylvania bar in 1963. He eventually relocated to Utah with his family in 1969 where he continued his work as an attorney. It was not until 1976 that Senator Hatch was first elected as a Republican to the United States Senate, and he has maintained his role as Senator for the past 36 years, being re-elected for seven consecutive terms through to the most recent election in 2012, his current term is due for termination in January 3, 2019. A major highlight in Senator Hatch’s political career occurred in 2000, when he worked towards Republican nomination for President. One of the major issues of concern to Hatch is the Federal regulation of Finances. Senator Hatch strongly believes that the “tax burden on families and business remains too high”, and it is in this regard that he isN d u r e | 2dignified as being at the forefront of legislative tax relief efforts. The Senator advocates “true fiscal responsibility” and has consistently fought for the approval of a Balanced Budget Amendment, which aims to enforce the federal government to “live within its means”. In an article published in the National Journal, Sean Sullivan gives five reasons for Senator Hatch’s electoral survival and superiority over other candidates in elections. Of these five factors, I shall mention three. Firstly, Sullivan states that one overwhelming factor for Senator Hatch’s sovereignty in elections is his capacity to raise large sums to fund his campaign; other candidates are almost never able to raise as much funds as Hatch to run their campaign successfully. Secondly, Hatch makes use of very good organization and meticulously planning in his campaign, a strategy that other candidates fail to employ. Thirdly, in his previous elections, Hatch has had the powerful support of the nation, the Chamber of Commerce, and the super PAC at his disposal to enforce his campaign. What is Senator Hatch’s institutional role in Congress?With regard to his role call voting record, clearly Senator Hatch has managed to invoke a lot of the voters’ trust in him so as to have him elected for seven consecutive terms ever since his first election victory in 1976. I believe Senator Hatch is a moderate member of Congress; in all of his successful elections, he was elected in to the United States Senate as a Republican although some of his proposed policies do not seem very conservative. Senator Hatch serves as the Ranking Member of the Senate Committee on Finance and a member of the Judiciary Committee. This includes the Senate Health, Education, Labor, and Pensions Committee. He is also a member of the Joint Committee on Taxation. Furthermore, Senator Hatch has the honor of being a member of the Board of Directors for the Holocaust Memorial Museum in Washington, D.C. As the ranking member of the Senate Committee of Finance, Senator Hatch has been actively involved in the proposal for policies that encourage savings andinvestment, namely the Capital Formation Act. A few of his proposals are as follows: “tax credit for families to compensate for adoption expenses, extension of the research tax credit, the abrogation of theestate tax, and a 100 percent health insurance deduction for the self-employed.” Senator Orrin Hatch is revered as the most senior Republican member of the US Senate. He is highly regarded in the history of the USA’s legislatures for many of his initiatives, namely: the ‘Balanced Budget Amendment to the Constitution’; the ‘Strengthening Our Commitment to Legal Immigration and America’s Security Act’; the ‘Religious Freedom Restoration Act’; the ‘Americans with Disabilities Act’; the ‘Antiterrorism and Effective Death Penalty Act’, and the ‘Utah School Trust Lands Exchange Act’.Campaign Finance:With regards to data gathered from Senator Hatch’s 2012 election finance record, we are able to see from whom the Senator gets most of the funding for his campaign, and how much money was spent in the recent 2012 election. Data assembled by the Open Secrets organization shows that from 2007 through to 2012, Senator Hatch garnered approximately
